below describes the mandate and activities of this committee.
World Community Service Committee Mandate
The Committee shall plan and execute projects to assist people in or from
less favoured areas of the world.
Ordinarily it shall work through and
with the cooperation of Rotary International, the
Canadian Rotary Committee For International
Development (CRCID) and service clubs in or near
the selected areas.
It shall also maximize use of government programs
such as the Canadian International Develpment Agency
(CIDA)

Dear District Governors/ Rotarian Friends,
Humble Greetings (Namastay i.e. I bow to Him in you)!
Rotary Club of Windsor (1918) initiated 5-year project to promote the 4-Way Test in 2004. Four essential criteria were identified to qualify a candidate country for consideration and these were:
(li) The country must have a strong Rotary base where Rotarians can financially sustain this project for a few future generations.
(li) People of the country must have a strong history of high moral and ethical values.
(li) A dedicated Rotarian should lead this project.
(li) Candidate country has very strong need for promotion of 4-Way Test.
India, my motherland, met needed essential criteria as explained below:
India has a very strong Rotary presence and Rotarians can financially sustain this project for future generations. This fact is well-known to our world and it established our first criterion.
The concept of "Rit" explained in the Vedas, which are believed to have been written more than 5,000 years ago has deeply ingrained the significance of truth as an indispensable value. People living in villages live by this concept and most people in India live in villages. They are basically, essentially, and inherently honest because "Rit" has been a part of the fabric of their existence for thousands of years. This fact supported a second criterion.
Centennial District Governor Yogananda of RI District 3190 became the administrator for this project. He is God sent to have lead this project. Realizing this fact, Rotary Club of Windsor (1918) recognizes him as our Honorary member.This truth met our third criterion.
India is also a country where public funds are sometimes largely siphoned off into the pockets of the well-to-do when these funds are meant for the welfare of the poor.
Thus, India met the envisioned requirements. Rotary year 2005-2006 became the first year and Rotary year 2009-2010 is the last year of this Rotary International funded project.
The Rotary Club of Windsor (1918) has full faith that Rotarians in India will financially sustain this project for future generations. You have a great leader in PDG Yogananda to look up to for guidance and leadership. (I have attached Yogananda's and his dear wife Raji's pictures while they were sorting out winning essays last week.)
My Rotary Club thanks every Rotarian in India who actively participated towards success of this project over the last five years.

4-Way Test Essay Contest
Fourth year of five (2008-09)
Essay entries being handed over to PP Sudhakar of Rotary Bangalore Cantonment who was the chief of the panel of judges for the 2008-09 contest.
The fourth national essay competition on the 4 way test for school students Rotary year 2008-09 was conducted by Districts and Clubs in schools across India for the fourth year in succession with 22 out of 28 RI Districts in India participating
I thank and congratulate the District Governors of the above districts for motivating their clubs,schools and children to take part in this noble endeavour of character building.
On going through the entries received we notice that the following clubs have conducted this test in a large number of schools:

The 24-word code of ethics governing the things we think, say, or do, The Four-Way Test was adopted by Rotary in 1943.
Om's project provides awards to students who write essays on subjects embodying lessons learned through the 4-way code of conduct.
Indian students of classes IX, X, X+1 and X+2 studying in India are eligible for this contest.
THE FIFTH INDIA NATIONAL ESSAY COMPETITION
For Students of Classes VIII To XII
Rotary Year 2009 - 2010
TOPIC: Incidents/stories in which 4-Way Test is applicable.
On the 29th of November, 2008, one of the government schools in Yelahanka witnessed a seminar in kannada to children of 7-9th class about a topic which is closer to hearts of all the Rotarians. The topic is 4-way test; presenter National co-ordiantor of 4-way test and PDG Yoga. The students from four different schools squatted on the floor (no benches in this school still!) took part in the seminar through one of the efficient ways of teaching - role play. The attendance was so high we were forced to split the group and carry out the programme in two sessions. In fact some of the students from first batch were so impressed, they insisted on sitting through second session. During the session the whole class room reverberated with 4-way mantras in chorus. PDG Yoga threw up several live examples to see that the concept is understood by the students and ingrained very well in their mind. A similar programme was done in english in one of the interact schools a month back. I hope this model gets repeated at other places in the district as well, so that larger population of the future citizen start moving in the right ethical track from now on.

Over the past few years I continue to hear such good reports on what you
are doing to help youth appreciate and live Rotary's 4 Way Test. Your
determination and efforts have indeed captured the essence of Service Above
Self.
When youth here and abroad are so involved, a pattern of future behaviour is
exposed to them, and values you teach help in any decision making....
For all that you are doing in this area, and for all the lives you change

Greetings! Accept my sincere thanks for your email.
a.. Five year project of 'Annual National Essay Competition' in India to
spread Rotary 4-Way Test among school children had first 3 successful years.
PDG Yogananda of RI District 3190 and my Rotary Club of Windsor (1918)
deserve all/most credit. Support from our RI District 6400 for this project
has been outstanding.
b.. Centennial PDGs Jim Ives and Yogananda were batch-mates and this
project was initiated by my Rotary Club when they were DGs of 6400 and 3190
respectively. PDGs of 6400 have actively encouraged PDGs of RI Districts in
India during previous years to participate in this project. PRIDs Mike
McCullough, John Eberhard and Sushil Gupta have done their share of
promotion of this project to help Yoga.
c.. Rotary year 2007-2008 was 3rd year of this project. 22 out of 28 RI
Districts in India participated during this year. Number of Districts that
may participate in last two years of this project could become 28 out of 28
if an email from RIVP Monty goes to all DGs of 28 Districts in India
suggesting to them to support PDG Yogananda's efforts for this project. When
that happens, we shall define success of this project to be outstanding. As
a result of this success, we shall definitely and truly perform 'Service
above Self' by spreading 4-Way Test among a small segment of future
generation that will replace us. (Attached are 2 attachments that deal with
4th year of this project)

Rotarian Om Chandna travelled in India in year 2006 introducing a Rotary International 4-Way test based high school essay project directed at using the 4-way test as a stimulant in the fight against administrative corruption.
His essay project was repeated for a second year in India and in year 2007-8 and expanded to cover the high schools in his own district 6400 in Canada in 2007-08 in recognition that, with rapid world trade expansion, the principles enshrined in the 4way test are of universal significance.
Centennial DG S.R. Yogananda, National Coordinator of the India based 4-Way test project and his wife Raji, are going through essays that they received from all over India in 2007-08. Students from 12,500 schools were invited to participate in an essay contest designed to promote and advance the 4-Way Test.
Governor Jennifer Jones presented a cheque for $1000.00 for District 6400 Simplified Grant to Rotarian Om Chandna towards partial expenses for the District 6400 2007-08 essay contest in which high school students participated.
Rtn. Sudhakar S and his team did the judging of essays to select winners at both District and National Levels in India. Pictures above show Past President Sudhakar receiving essays from PDG Yogananda.
Judges determined 28 National Level winners who were selected from all winners at the District Level for the 23 RI Districts that participated.
S.R. Yogananda, PDG of District 3190 in India and National Coordinator of the India based 4-Way test project, had a bronze bust of Paul Harris installed in a busy thoroughfare in Bangalore. The pedestal carries the 4-Way Test.
Rotarian Om Chandna, of the Rotary Club of Windsor (1918) in USA/Canada international District 6400 and originator of the Rotary International 4-Way test based project, travelled in India introducing the contest directed at using the 4-way test as a stimulant in the fight against administrative corruption.
When the Second year of the Essay Contest based on the Rotary 4-Way Test ended, about 12,500 schools in India had participated for the Rotary year 2006-2007. District and National level winners were selected.

District 6400 - The Four Way Test Essay Contest
JUDGING CRITERIA
(Judging Criteria for both School and District Levels)
Contents (65%)
a) Shows practical applications of 4-Way Test to achieve one’s success and happiness (1- 25 points).
b) Uses examples from life around (1 - 20 points).
c) Has human interest appeal (1 - 20 points).
Language (10%)
a) Spelling (1-2 points).
b) Punctuation (1- 2 points).
c) Grammar (1-2 points).
d) Choice of words, clarity and expressiveness (1-4 points).
Organization (25%)
a) Introduction - Captures reader’s attention and establishes major theme of essay (1-5 points).
b) Development - Ideas are presented, supported and explained in clear logical order with smooth transitions (1-12 points).
c) Conclusion - Emphasizes major theme in essay leaving reader with a clear, concise message to achieve one’s success and happiness in life (1-8 points).
Ø IMPORTANT: If a school sends electronic files of 3 winning essays and list of all participants in this contest, email these items to me. However, if a school sends electronic files of all entries in this contest, committee of 3 Rotarians from your Club will judge 3 winning essays from the entire set of entries. List of all participants and electronic files of 3 winning essays should then be emailed to me.
Ø District Level: District Level winners will be selected from the school level winners. 3 Rotarians from each Club will join the team of judges for this level. The process will be given after school level is complete.
Through the Rotary Club of Windsor (1918), the CWEF did the following last year:
· CWEF and Rotary Club of Windsor (1918) worked with Rotary Panipat Central to provide assistance to widows for education of their children studying in I.B (L) Sr. Sec. School in Panipat.
· CWEF and Rotary Club of Windsor (1918) worked with Rotary Nakuru to provide assistance to orphan children for their education in Murungaru Primary School in Nakuru, Kenya.
Canadian World Education Foundation (CWEF) is a charitable tax-exempt organization in Canada. This organization assists needy widows for education of their children in India, donates special books for educational causes to schools in Canada and provides assistance to orphans for their education in Kenya. CWEF has 8 Board members, 8 officers and about 100 members. Entire operation of CWEF is looked after by its volunteers and, therefore, 100% of donation received from members for assisting needy mothers reaches them.

Homes for Orphans (HFO) is an incorporated, charitable, tax-exempt organization in India. Mrs. Madhur Bhashni Rehani and 4 Professors from I.I.T. Delhi founded this organization in 1994. They received 80G and FCRA approval to receive foreign funds since 1996. HFO is our intermediary organization in India. Mrs. Sarita Goswami, Vice-Principal of a Delhi Public School, Mrs. Nishi Rehani and Mrs. M.B. Rehani look after HFO.

India Matching Grant Application Approval Announcement
Glad to inform you that one of our biggest grants amounting to US $ 91,250 is approved. This is a novel project-Mobile Animal Lab and Dispensary, which we want to use for organizing Animal Treatment Camps amongst clusters of villages. This is adjunct to my Heifer Nurturing Project.

Rotarian Hasu Naik receives Awards
At our June 28, 2004 and June 26, 2006 meetings, Windsor 1918 Rotarian Hasu Naik received awards in recognition of his World Community Service work. Hasu is active with Rotary International in raising money and carrying out service projects throughout India and Africa. The value of the projects he was previously and is currently involved in exceeds one million dollars. Our Club has donated approximately sixty thousand dollars of this amount. Dr. Naik visited India in 2006 and 2009 to carry on his work. Here is his June 2009 report on his WCS work.
India has 45 million visually handicapped persons.
One out of every three blind people in the world lives in India - an estimated 13 million blind people live in India.
Every year, 2.3 million people develop cataracts in their eyes.
There are 2 million blind children in India. Only 5% of them receive any education.
Matching Grant Project No. 8053 submitted jointly by The Rotary Club
of Windsor (1918) and the Rotary Club of Navasari was approved.
The funds are being used to enable the work of the Rotary Eye Institute in India.
In the February/March, 2006 issue of Windsor Life Magazine,There is a feature story on Rotary 1918 member Dr. Hasu Naik and his humanitarian work in India and Nigeria (pg. 64). You will be amazed at the "service above self accomplishments" of this energetic retiree.
Canada-India Diabetes Program Free health camp held with Rotary of Udupi in 2003--for the web host.
Windsorites, Dr. Ramesh Rao and Dr. Shanti Rao, of the Canada/India Diabetes Prevention Program, travelled to India to help with the work.
Our Rotary Club presented the Rao team a cheque for $1000 to help with their diabetes prevention program.
Kenya Projects
Rotarian Kay Curtis recently traveled to Kenya. Kay has mounted a series of projects designed to raise money for a school in Nyeri, Kenya.
Bill flew to Egypt for a two week stint in support of
Rotary's International Polio Eradication Campaign.
His trip took him along the Nile River where he helped a team administering an orally ingested serum that protects children 5 years of age and younger from the polio virus.
Although this trip was arranged through Rotary International, Bill self financed most of the travel and living expenses.
Rotarian Joe Greco has returned from Venezuella. He visited during February and March, 2005 and returned in February, 2006. While there, he checked out our recent projects on flood relief, medical supplies delivery and Hart Walker donations.
The Canadian Rotary Committee For International Development (CRCID) is composed of Rotarians from across Canada. The Committee works with the Canadian International Development Agency to undertake worthwhile development projects throughout the world.
World Community Service Projects Exchange
Rotary clubs seeking assistance with a local project can register it with the
WCS Projects Exchange, a semiannual listing which brings together clubs in need of
resources with those willing to help. In addition to seeking funds or equipment and
supplies, projects listed on the exchange are often in need of volunteers -- doctors,
engineers, or just people willing to lend a hand.
World Community Service Resource Network There are literally hundreds of sources of
information regarding World Community Service (WCS), Matching Grant (MG), Health, Hunger, and Humanity (3H), Disaster Relief
(DR), and other Humanitarian Aid Programs of Rotary and other organizations. The purpose of this Web Site is to act as a
"switchboard" or "yellow pages" directory to these resources.
